Can Xbox's cross-platform play work

Phil Spencer has had a whirlwind of a month following the controversial UWP (Universal Windows Platform) announcement as well as the recent announcement of cross-platform play for the Xbox one but it's not as easy as it sounds. Microsoft's past restriction of online gaming has basically cornered developers into creating titles that work on both Window platforms as well as the Xbox console but haven't been open to interaction with Sony titles on the Playstation 3 or 4. The catch is getting Sony to play ball. We've seen recently that in order to drive competition, certain triple A titles have offered special DLC for titles for a specific console, for example Bungie's Destiny that's given players various items since its launch that were only available for the Playstation version. We've seen the same with certain expansions being released at different times for console and PC versions of games as well. Even if it were for small cosmetic additions, gamers would most likely be upset playing along side gamers on another console who have received various in game swag that they have yet to or might not at all. We most likely won't be seeing all titles open to cross-platform play for reasons of difficulty of mechanics as well as developer resources, but the first one we know we're getting will be Rocket League. The official announcement is currently on the games website page but it hasn't been confirmed for PS4's interaction with Xbox One players. Microsoft's upcoming exclusive, Quantum Break, will also feature a cross-platform play in that gamers will be allowed to stop the game on their consoles and pick up where they left off on the PC version of the game. They're still plenty of questions surrounding this topic that one could ask. What happens wih duplicated names? What server will host all these gamers? It looks like it's up to the hands of the developers but hopefully we will get some real console v. console action in the future!
